Vitalia Khoury, Senior Associate

Vitalia Khoury is a Senior Associate at BLK Partners based in Dubai.

Vitalia has 14 years of legal expertise from local and international law firms, specializing in criminal and corporate law with a focus on advising governments on policy reforms.

Vitalia has advised a foreign government-owned entity on GCC operations and managed cross-border investment disputes between Russian and UAE entities. Her experience includes handling complex acquisitions in the GCC tech sector, ensuring regulatory compliance, and providing counsel to financial brokerage groups on UAE market entry strategies.

Moreover, Vitalia has been involved in international fraud cases across multiple jurisdictions, coordinating with Interpol and government authorities. She has mediated large-scale investment disputes, navigated complex international inheritance processes involving fraud, and advised on restructuring operational frameworks for international travel aggregators.

Additionally, she provides advisory services to a CIS country consulate in the UAE on immigration and legal matters. She has also handled complex banking litigation for the National Bank of a Middle Eastern nation and advised on establishing operations within the automotive industry. Furthermore, Vitalia has represented employees in labor disputes against major industry players.
 

Vitalia is admitted to the MCCA (collective IBA member) International Union (Commonwealth) of Advocates in Moscow and was elected as Vice President for KSA & UAE for the MCCA in 2024. Her accomplishments include receiving the Woman Leader in Law award at the Global Women Leadership Awards in 2024, presented by HE Sheikh Salem Bin Sultan Al Qassimi, and being named SEA Businesswoman of The Year 2013, an award presented by HE Rashed Alleem, the Knowledge Ambassador of the UAE.

Vitalia holds a BA in Management with Honors from the American University in Dubai and a Bachelor of Jurisprudence from the Moscow Institute of Modern Academic Education. She is admitted to the MCCA (collective IBA member) International Union (Commonwealth) of Advocates in Moscow. She is fluent in English and Russian and also speaks Arabic.
