
Waleed Alomari is a Partner at BLK Partners, based in Riyadh.
Waleed has more than two decades of high-level legal and strategic advisory experience. He is widely recognized for his work at the intersection of law, public policy, and economic development, having advised ministers, senior government leaders, and national committees on transformative legislative and regulatory initiatives.
Prior to joining BLK Partners, Waleed held executive roles across key Saudi government entities, including the Ministry of Investment, the National Center for Privatization, and the Ministry of Economy and Planning. His influence extended to the highest levels of policymaking, supporting strategic bodies such as the Supreme National Investment Committee, the Council of Economic and Development Affairs, and the Bureau of Experts.
Waleed played a central role in implementing Vision 2030 initiatives, managing a multibillion SAR portfolio and contributing to flagship national programs like the National Industrial Development Program, Quality of Life Program, Human Capital Development Program, and the National Strategy for Transport and Logistics Services. He was also instrumental in reforming the regulatory landscape, collaborating with the OECD and World Bank Group on national reviews, and drafting cornerstone legislation including the PPP Law, Investment Law, and Public Procurement Law.
An accomplished legal strategist and policy advisor, Waleed has led the development of Saudi Arabia’s Regulatory Impact Assessment model, helping shape national regulatory quality standards. He also has extensive experience in institutional development, having built and overseen key departments—including Compliance, Legal, and Internal Audit—within various Vision Realization Offices.
In addition to his public sector leadership, Waleed is a Certified Mediator in California, where he has practiced business mediation and successfully resolved complex disputes in Riverside Court.
Waleed holds an LL.M. in Business Law and Economics from Chapman University in California, an LL.B. from Al-Imam Muhammed Bin Saud Islamic University in Riyadh, and has completed the Executive Leadership in Corporate Counsel Program at Harvard Law School. He is fluent in Arabic and English.
